Retired military husband takes wife's spousal support away, is that allowed?

-I'm not sure if I written my question correctly. My parents have been married for over 30 years and have 6 children together. My father retired from the marine corps in the early 90s. When my mom filed for separation the court order him to pay her half of his retirement pay. He switched his retirement pay to combine it with his VA benefits to get more money without my moms knowledge. Two months ago my mom went to the bank to collect her monthly half retirement pay that she was entitled to so that she could pay her rent and there was nothing there. My mom called my dad and he told her that it was late. Another month went by and she went on base into American Legal and they told her that he had came in prior to her and switched all of the benefits into his name. My mom is very sick and cannot work. She never remarried, not dated, nor had any other children. That was her source of income for 15 years, it's not even enough to pay her rent. We all help to pay the rest of her bills because that's our mom. My dad has been very cold to our family and never showed he cared. I didn't think he would ever take it this far. My mom raised all of his kids on her own. When she took her court ordered separation papers into American Legal they told her that they couldn't help her because he has switch the pay and combined it with the VA. In the Separation papers it states she entitled for half of his retirement pay. I want to know, is my father allowed to do that? And what is my moms rights? What can she do now to get it back?

Thank you so much! The court order stands. He is in violation of the court order and contempt of the courts. I suspect that not only does he owe her half of this "extra money" he's been drawing, but also at least two month's worth of support payments ... the longer it goes on, the bigger a sum he will owe her. She needs to talk to a lawyer, and if she can't afford it, you kids come up with the money for her to talk to a lawyer. He can't take her retirement income away.
Only a lawyer can answer this.
get a lawyer.....fast
