Frankly, I'm all for anything that gives some variety and excitement to our sex life, so I love it. Water containing salt, chlorine, or bacteria can be forced into the vagina by the in-and-out motion of penetration, which can lead to irritation or infection. The wet stuff also washes away spermicide and your natural lubrication, which can cause uncomfortable friction during sex.
So, if you really want to play it safe, limit your underwater lusty liaisons to foreplay and save the main event for dry land.

If you mean safe in that you will not get pregnant, you may get pregnant. Being in a pool is no guarantee that pregnancy will not result. If you mean safe in the sense you might catch some kind of disease or a strange bug, most pools are chlorinated for just that reason...to kill the bugs so it's probably "safe" in that sense. If you're talking about safe in the sense that you can get away with it without anyone realizing what's happening, probably not, others will be watching and can pretty well figure out what's going on. No. They can both get a bacterial infection if the pool water in fill with organisms.
Chlorine kills just about everything.

Safe - yes. However, the water will wash off your natural lubricant and there will be a lot of friction. I would recommend using a non water soluble lubricant before hand to help.

Safe? Well, it won't KILL you, but you CAN get pregnant.
The chemicals will kill the semen on contact so its good for birth control, but it may cause a yeast infection.
